Beneficiary safeguarding & code of ethics

Many of the people we work with are older, ill, poor, young, or all four. That asymmetry of power obliges us to be explicit about conduct. This policy applies to every board member, coordinator, volunteer, intern and partner acting in our name.

1. Core principles

The safety, dignity and self-determination of the beneficiary take precedence over the interests, reputation or convenience of the association.

Assistance is unconditional: it is never linked to religious practice, political support, ethnicity, or any favour to a volunteer or the association.

2. Screening and training

Every volunteer signs a volunteering contract under Law no. 78/2014 and our code of ethics, provides two references, and — for work with children or vulnerable adults — a criminal record certificate.

All volunteers complete safeguarding induction before their first visit, covering boundaries, confidentiality, recognising abuse and neglect, and reporting duties. Refresher training is annual.

3. Prohibited conduct

Any form of physical, verbal, psychological, sexual or financial abuse, exploitation or discrimination.

Accepting money, gifts, loans, inheritance, powers of attorney or property from a beneficiary.

Being alone with a child in a closed or unsupervised space; transporting a beneficiary without prior authorisation from a coordinator.

Photographing or publishing information about a beneficiary without written consent.

Administering medication, giving medical advice, or performing tasks reserved for qualified professionals.

4. Reporting concerns

Any concern must be reported to the volunteer coordinator the same day, by phone on +40 770 487 428 or in writing to elbert-floyd3ick@gmx.com. Concerns about a coordinator or board member go directly to the President or the Censor.

Reports are recorded confidentially. Where a criminal offence or a child protection situation is suspected, we notify the Police (112) and the Mureș County General Directorate for Social Assistance and Child Protection without delay.

Whistle-blowers are protected under Law no. 361/2022. No volunteer or beneficiary has ever been, or will be, penalised for reporting in good faith.

5. Complaints by beneficiaries

Beneficiaries and their families may complain verbally or in writing, in Romanian, Hungarian, German or Romani. We acknowledge within 5 working days and answer within 30 days. If the answer is unsatisfactory, the complaint is reviewed by the Board of Directors, whose decision is communicated in writing.

6. Consequences

Breach of this policy leads to immediate suspension of the person concerned pending investigation, and to termination of the volunteering contract or removal from office where the breach is confirmed — independently of any criminal proceedings.
